Some people who have used Blackboard and WebCT find Moodle to be superior to both. By the way, it now includes synchronous chat tools. It is also supported by a world wide community of developers and end-users. Features are often added in response to the input received by this community. Another wonderful tool is FLE3 (http://fle3.uiah.fi). It is used specifically for collaborative learning and has some powerful design features such as the ability to categorize discussion posts and some support for annotation.
